How to download UYAP case files to your computer and have AI read them
Last updated
Short answer: With Yargı PRO Desktop (macOS and Windows), you sign in to the UYAP Lawyer Portal (Avukat Portalı) with your e-signature or through e-Devlet and download the documents of the cases you choose to your computer. The app converts documents that contain text into text an AI can read. You open the case folder in an AI app that can work with folders, such as Codex, Claude Code or Antigravity; your AI sees the documents in date order and can also search case law and legislation when needed. The UYAP connection is in the Solo plan and above.
What is UYAP?#
UYAP (Ulusal Yargı Ağı Bilişim Sistemi, the National Judiciary Informatics System) is the Turkish Ministry of Justice’s e-justice system. Court files are kept there, and lawyers follow their cases and see the documents in them through the UYAP Lawyer Portal. Signing in requires a Turkish lawyer’s qualified e-signature or a login through e-Devlet, Turkey’s e-government gateway. Yargı PRO Desktop therefore works for lawyers who are registered with a Turkish bar and have their own UYAP access; it does not open UYAP to anyone else. Case documents are in Turkish; your AI assistant can read them and translate or summarise them in English.
Why is uploading files one by one not enough?#
You can download a few documents from UYAP by hand and add them one by one to your AI app. As the number of documents grows, three problems appear:
- UDF format: Documents downloaded from UYAP are often in UDF, UYAP’s own document format. If your app cannot open this format, you first have to convert the document into one it can read.
- Volume: The documents of a single case can exceed what your app can process in one go. The AI needs to know which document to look at.
- Order: If the date and type of a document and the file it belongs to are lost, the AI mixes the documents up.
Step by step#
- Install the app. Get the macOS or Windows version from the Download page. On first launch, the app walks you through the setup steps.
- Sign in to UYAP from your own computer. You sign in to the Lawyer Portal with your e-signature or through e-Devlet; you can also sign in to UETS (the National Electronic Notification System) with a mobile signature or your UETS password. Your password does not reach Yargı PRO.
- Choose the cases. You choose the cases you want to download. Documents download at intervals, one after another.
- Check the folder. The default location is the
YargiPROfolder in your Documents folder; you can change it in Settings. Each case folder has an index file listing the documents in date order. - Open it with your AI. In apps that work with folders (Codex, Claude Code, Antigravity), open the case folder as the working folder. In Claude Desktop, you add the documents to the conversation yourself. If you use claude.ai in a browser, the research tools work, but the case folder on your computer is not visible.

Which documents can be read?#
| Document | What happens |
|---|---|
| UDF, Word, HTML, email, PDF with a text layer | Converted into text the AI can read |
| Scanned document, TIFF image | Kept as PDF, not converted into text |
A scanned document can be read visually by an app and model that can read images; in that case, always verify the result. UDF reading is in every plan; UDF writing and conversion are in Solo and above.
Where does the data go?#
| What | Where |
|---|---|
| Case documents | Downloaded from UYAP directly to your computer. The app does not send file contents to Yargı PRO’s server. |
| Documents the AI reads | The AI app in which you open the case folder sends the documents it reads to its own provider. |
| Search queries | The queries your AI sends to Yargı PRO’s tools and what you type into Quick Search reach us. If your AI writes a sentence from a document into a query, that text arrives too. |
| Account and technical information | Account and session information, the app version, operating system, IP address, download permission requests that do not identify the file, and the feedback you send reach us. |
| e-Signature PIN | Stored on this computer with the operating system’s encryption service so that you can sign in again when the session drops; it does not go to our server or to your AI provider. “Disconnect” in Settings deletes the saved PIN. |
If your Documents folder syncs with OneDrive or iCloud, the documents go to that service too. The documents sit on your computer as unencrypted files; we recommend turning on disk encryption (FileVault or BitLocker).
Data protection and attorney–client confidentiality: Most cloud AI providers are outside Turkey. Check where the service you use processes data and who can access it; if data is transferred abroad, separately assess the conditions in Article 9 of Law No. 6698 on the Protection of Personal Data (KVKK). A no-data-retention commitment does not by itself meet those conditions. Before giving client documents to an AI service, also consider your duty of confidentiality under Article 36 of the Attorneyship Law (Avukatlık Kanunu): share only the documents needed, and review the provider’s terms on access, use and retention. For client documents, we recommend an enterprise configuration that does not retain data. You can also connect a model on your own computer (for example LM Studio); small models use tools poorly, so verify the result.
A worked example: objecting to a court expert’s report#
Suppose you are preparing an objection to the court-appointed expert’s (bilirkişi) report in a case concerning an employee’s monetary claims. The case folder is open in Codex, and Codex uses a model that runs in the cloud:
| Step | What happens | Where the data goes |
|---|---|---|
| 1 | The AI reads the index file and finds the expert report | The content read from the index file goes to your AI provider |
| 2 | It opens the report and examines the calculation | The report’s content goes to your AI provider |
| 3 | It searches “Is there precedent on this issue?” | A query reaches Yargı PRO: “bilirkişi raporuna itiraz fazla mesai hesabı” (objection to expert report, overtime calculation) |
| 4 | It compares the decisions returned with the report | Decision texts go from Yargı PRO to your AI |
| 5 | It writes a draft objection petition | The draft is saved in your case folder; the model that produces it runs on your provider’s systems |
The app does not upload the report file to Yargı PRO’s servers. But if your AI adds a passage from the report to a search query, that text reaches Yargı PRO. The report is read by the AI service you use, and that service’s terms apply.
Can your UYAP access be restricted?#
Yes, it can; keep this risk in mind from the start. On 8 October 2026, UYAP announced that it would block access if it detects unusually heavy activity by AI tools or automated software. The access decision is UYAP’s; complying with UYAP’s terms of use is your responsibility. Yargı PRO cannot guarantee that your access will not be restricted.
In the app, documents download at intervals, one after another. Background reads, such as notification and enforcement-file reads, are infrequent and can be turned off in Settings; automatic enforcement queries are off by default. If UYAP reports a restriction while a case’s documents are downloading, the app waits once; if the restriction repeats in the same download, it stops and asks for your approval to continue.
Yargı PRO is an independent product with no official relationship with the Ministry of Justice or UYAP.
What to ask the AI after downloading#
After opening the case folder in an app that works with folders, you can ask, for example:
- “Read the index file and build the chronology of the case: the parties, the type of case, the petitions filed and the latest step.”
- “Read the expert report; list the assumptions in the calculation and show the points that can be objected to.”
- “Search recent Yargıtay decisions on the legal issue in this case; write the citation of each decision.”
Do not take deadlines from the AI’s chronology; check the relevant notification and procedural act separately, and confirm the deadline under the applicable legislation. Also verify the citations the AI gives you before putting them in a petition: AI hallucinations and fake citations.

Frequently asked questions
Can I download every case at the same time?
You choose the cases; documents download at intervals, one after another. If UYAP reports a restriction while a case’s documents are downloading, the app waits once; if the restriction repeats in the same download, it stops and asks for your approval to continue.
Do I give Yargı PRO my UYAP password or e-signature PIN?
No. You sign in to UYAP from your own computer with your e-signature or through e-Devlet; your password does not reach us. So that you can sign in again when the session drops, your PIN is stored on this computer with the operating system’s encryption service.
Can AI read scanned documents?
Documents that contain text (UDF, Word, HTML, email, PDF with a text layer) are converted into text. Scanned documents and TIFF images are kept as PDF and not converted into text; an app and model that can read images can read them visually, so verify the result.
Which plan includes it?
Yargı PRO Desktop’s UYAP and UETS connection is in Solo and above. The 14-day trial includes Pro access and requires no payment details.
