How to search Turkish Constitutional Court (Anayasa Mahkemesi) decisions with AI (2026)
Last updated
Short answer: Decisions of the Constitutional Court (Anayasa Mahkemesi, AYM) are published in two databases: individual application decisions in the Decisions Information Bank (Kararlar Bilgi Bankası), and constitutional review decisions in the Norm Review Decisions Information Bank. Constitutional review decisions, and some individual application decisions, are also published in the Official Gazette (Resmî Gazete). If your AI assistant is connected to Yargı PRO, you can ask it to find constitutional review, individual application, political party and Supreme Criminal Tribunal (Yüce Divan) decisions in a single search, retrieve a specific decision by application or docket number, and open its text with a link to the source.
Searching the official sources, and their limits#
The two databases are separate interfaces. For individual applications you search with fields such as the application number, the applicant’s name, the right examined and the decision date; for constitutional review, with fields such as the docket and decision number and the law and provision reviewed. To see whether an issue has come up in both constitutional review and individual applications, you have to search both sites separately. In the Official Gazette, you find a decision through the daily index by its publication date. Most individual application decisions appear in the database alone, so a search of the Official Gazette does not cover them.
What Yargı PRO covers for the Constitutional Court#
| Decision type | What you find | Targeted lookup |
|---|---|---|
| Constitutional review (norm denetimi) | Annulment actions and objections concerning laws, decree-laws and presidential decrees | Docket and decision number |
| Individual application (bireysel başvuru) | Alleged violations of fundamental rights; Plenary and Section decisions | Application number, applicant’s name |
| Political parties (siyasi parti) | Dissolution and financial audit decisions | Date range |
| Supreme Criminal Tribunal (Yüce Divan) | Decisions given as the Supreme Criminal Tribunal | Date range |
If you do not choose a type, all four are searched together. Each result shows a short subject summary, the decision date, the Section and the outcome (violation, no violation, inadmissibility and so on).
Decisions are in Turkish. Your AI assistant reads the Turkish text and can translate and summarise it for you; keep the search terms in Turkish.
Searching with your AI assistant#
The Constitutional Court search works differently from the Yargıtay and Danıştay search: you do not use
+, quotes or “or”; you enter plain Turkish words, and each word narrows the results. So it works better to
start with two or three concepts and add words depending on what comes back.
Example requests:
- “Search Constitutional Court individual application decisions since 2025 on the right to a trial within a reasonable time (makul sürede yargılanma hakkı).”
- “Retrieve the decision on individual application No. 2021/7955; summarise the reasoning for the violation and the redress ordered.”
- “Has the Constitutional Court reviewed this statutory provision? If it was annulled, also tell me the date on which the provision ceased to have effect.”
- “Find individual application decisions on violations of the right to property caused by lengthy expropriation cases, and compare them with European Court of Human Rights decisions on the same issue.”

A real search: reasonable time and the Compensation Commission#
On 3 November 2026 we searched individual application decisions given after 1 January 2025 with Yargı PRO’s tools, using the words “makul sürede yargılanma tazminat” (trial within a reasonable time, compensation). The tool reported 2,990 results. All of the first five concerned alleged violations of the right to an effective remedy, in conjunction with the right to a trial within a reasonable time, because the Human Rights Compensation Commission (İnsan Hakları Tazminat Komisyonu) had awarded insufficient compensation or none at all. One of them:
Constitutional Court, First Section, B.E. application, No. 2021/7955, 20/5/2026. The Compensation Commission had awarded the applicant TRY 5,200, and the regional administrative court had dismissed the applicant’s objection. The Court found a violation of the right to an effective remedy under Article 40 of the Constitution, in conjunction with the right to a trial within a reasonable time under Article 36, sent the file to the regional administrative court for a retrial and dismissed the claim for compensation. The complaint about the conviction proceedings still pending on appeal was declared inadmissible for non-exhaustion of remedies. Full text of the decision (Constitutional Court decisions database)
The decision refers to the H.K. application (No. 2021/1490, 9/12/2025), which had examined the same issue; that decision was also among the first five results of our search. When you read an individual application decision, open the earlier decisions it cites: the principles are often set out there.
What to watch for#
- Verify the citation: For individual applications the citation is the application number and decision date; for constitutional review, the docket and decision number. Check every citation the AI writes against the source link. More on this: AI hallucinations and fake citations.
- Effect of an annulment: An annulled provision ceases to have effect on the day the decision is published in the Official Gazette, or on a later date set by the Court. Look at that date, not the decision date.
- Section vs. Plenary: Section decisions usually apply settled principles; look for the principles in Plenary decisions.
- Anonymity: Where a request for confidentiality is granted, the applicant’s name appears as initials; search by subject or application number, not by name.
Which plan?#
Constitutional Court decisions are in every Yargı PRO plan, together with Yargıtay, Danıştay, regional court of appeal and European Court of Human Rights decisions. Search tools that return a list of results do not count against the monthly usage pool; retrieving the full text of a decision does. Frequently asked questions
How do I search Constitutional Court decisions with AI?
Connect your AI app to Yargı PRO via MCP and write your request in plain language, for example “Search Constitutional Court individual application decisions since 2025 on the right to a trial within a reasonable time”. Constitutional review, individual application, political party and Supreme Criminal Tribunal decisions are searched together; a specific decision is retrieved by application or docket number.
Can I use + and quotes in the Constitutional Court search?
No. You enter plain Turkish words, and each word narrows the results. It works better to start with two or three concepts and add words depending on what comes back.
Are individual application decisions published in the Official Gazette?
Some are; most appear in the Constitutional Court’s Decisions Information Bank alone. Constitutional review decisions are published in the Official Gazette. So do not limit individual application research to the Official Gazette.
