How to search Turkish banking regulator (BDDK) Board decisions
Last updated
Short answer: Decisions of the Banking Regulation and Supervision Board, the decision-making body of Turkey’s banking regulator (Bankacılık Düzenleme ve Denetleme Kurumu, BDDK, also known as BRSA), are published on BDDK’s website in two separate lists: Resmi Gazetede Yayımlanan Kurul Kararları (Board decisions published in the Official Gazette) and Resmi Gazetede Yayımlanmayan Kurul Kararları (Board decisions not published in the Official Gazette). The lists show the decision date, decision number and title, and the page has a search box. If your AI assistant is connected to Yargı PRO, you can ask it to search Board decisions, fetch their text and research the related legislation in the same session.
Searching on BDDK’s website#
Both lists sit under the Mevzuat (Legislation) menu. They are divided according to whether the decision was published in the Official Gazette (Resmî Gazete):
| List | Example subjects |
|---|---|
| Published in the Official Gazette | Operating licences for banks and financing companies, revocation or cancellation of a licence, establishment permission |
| Not published in the Official Gazette | Credit card minimum payment amount and instalment limits, consumer loan maturities, risk weights, powers of independent audit firms |
Each record takes the form “(01.10.2026 - 11581) Kredi Kartı Asgari Ödeme Tutarının Değiştirilmesi Hk. Kurul Kararı” (Board decision on changing the credit card minimum payment amount): first the decision date, then the decision number, then the title. The decision number is a running number that does not include the year. There is an “Ara” (Search) box above the list; there is no date or subject filter. Clicking a record opens the text of the decision.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “Find BDDK decisions setting the credit card minimum payment amount and tell me which one is the most recent.”
- “Fetch BDDK Board decision No. 11581 and show the regulation provision it relies on.”
- “Fetch the article of the Regulation on Bank Cards and Credit Cards (Banka Kartları ve Kredi Kartları Hakkında Yönetmelik) that this decision relies on.”
A search returns the decision title and a short passage from the text that matches your search; you ask for the full text separately. Results come back as a single ranked list, with no second page. If you do not find what you are looking for, search again with different words for the same subject. Do not type client or personal names into the search. Results and decision texts are in Turkish; your AI assistant can translate and summarise them for you.
A real search: credit card decisions#
On 27 October 2026 we searched with Yargı PRO’s tools for the phrase “kredi kartı asgari ödeme” (credit card minimum payment) in BDDK Board decisions. The tool reported 10 results. Four of them:
| Decision no | Decision date | Subject |
|---|---|---|
| 11581 | 01.10.2026 | Setting the minimum payment amount for credit cards |
| 11366 | 29.01.2026 | Restructuring of credit card debts and general-purpose loans |
| 11240 | 10.07.2025 | Restructuring of credit card debts |
| 8975 | 30.03.2020 | Minimum payment amount for credit cards |
The results brought together decisions from 2019 to 2026 and were not in date order. In some results the decision number was not in the title but in the “Karar Sayısı” (decision number) line at the start of the text. Because several decisions regulate the same subject, check the date of each result and find the most recent decision in force on the date you are applying it to.
Decision No. 11581 relies on Article 22(7) of the Regulation on Bank Cards and Credit Cards. It sets the minimum payment at twenty per cent of the statement balance for cards with a limit of one hundred thousand Turkish lira or less, and at forty per cent for cards with a higher limit.
What to check when reading a decision#
- Legal basis: The main legal basis for decisions on banks is Banking Law No. 5411 (Bankacılık Kanunu); financial leasing, factoring, financing and savings finance companies are subject to Law No. 6361. Check which statutory or regulatory provision the decision text relies on.
- Publication rule: Under Article 87 of the Banking Law, the Board’s regulatory decisions are published in the Official Gazette, and its supervisory decisions are announced to the public, primarily online. The Board may decide not to publish supervisory decisions whose publication would be harmful to the national economy and public order. So not every Board decision appears on the site.
- Licence decisions: Decisions taken under Article 71 of the Law to revoke an operating licence and transfer the bank to the Savings Deposit Insurance Fund (Tasarruf Mevduatı Sigorta Fonu, TMSF) are published in the Official Gazette; the publication date counts as the date of notification for those concerned.
- Court proceedings: Under Article 105 of the Law, actions against administrative sanction decisions are filed with the competent administrative court, and all actions against Board decisions are treated as priority cases. Before relying on a decision, search for any annulment or stay of execution decision against it.
