How to search Turkish Capital Markets Association (TSPB) circulars and Association rules
Last updated
Short answer: The rules of the Turkish Capital Markets Association (Türkiye Sermaye Piyasaları Birliği, TSPB), the professional body for Turkey’s capital markets, are published in three places on its website: the Association’s own rules (Birlik Mevzuatı) on the Legislation page (Mevzuat), circulars on the Circulars page (Genelgeler) and general letters on the General Letters page (Genel Mektuplar). Circulars are listed by number, subject and date; the site offers no search inside the documents, which are in Turkish. If your AI assistant is connected to Yargı PRO, you can ask it to search the full text of these documents within a date range.
Searching on the Association’s website#
| Page | What it contains |
|---|---|
| Legislation (Mevzuat) | Under the heading “Birlik Mevzuatı”, PDF documents such as the TSPB Statute (TSPB Statüsü), the Professional Rules (Meslek Kuralları Düzenlemesi), the Disciplinary Regulation (Disiplin Yönetmeliği), the TSPB Customer Disputes Arbitral Panel Directive (TSPB Müşteri Uyuşmazlıkları Hakem Heyeti Yönergesi) and the TSPAKB Arbitration Rules (TSPAKB Tahkim Kuralları); also links to Capital Markets Board (SPK) and Financial Crimes Investigation Board (MASAK) legislation |
| Circulars (Genelgeler) | Number, subject and date for each circular, with a link to its detail page |
| General Letters (Genel Mektuplar) | General letters listed by number, subject and date; a filter by category such as Mevzuat (legislation), Lisanslama-eğitim (licensing and training) and Seminer-toplantı (seminars and meetings) |
The circulars and general letters pages have sort options (A-Z, Z-A, oldest, newest), but no free-text search and no year filter. Some circular titles carry an amendment note such as “(49 No’lu Genelge ile Değiştirilmiştir.)” (amended by Circular No. 49). On 27 October 2026 the latest circular in the list was Circular No. 58 dated 19 August 2026. The Legislation page does not show the entry-into-force date of the documents.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List the TSPB circulars published since 2025 that amend a directive (yönerge).”
- “Fetch the TSPB Disciplinary Regulation (Disiplin Yönetmeliği) and summarise the disciplinary penalties.”
- “Search TSPB general letters that mention investment advisory services (yatırım danışmanlığı).”
Each result gives the document type (Association rules, circular, general letter), the title, a
durum (status) field, the date stated by the source, whether the text is available, an excerpt from
the matching section and the link on TSPB’s site. You can add the type and a date range to your
request. The search runs on the full text of the documents; every word you type must appear in the
document, and differences in Turkish characters do not affect the results. Because the documents are
in Turkish, search with Turkish terms; your AI assistant can translate and summarise the texts it finds.
Keep three limits in mind:
- The
durumfield: Depending on the amendment or repeal note in the title, the field showsdegistirilmis(amended),mulga(repealed) orilga_duzenlemesi(a repealing instrument).belirtilmemis(not specified) means the title has no such note; it does not mean that the document is in force or up to date. - Date: The date is the one the Association’s website gives the document; it is not the entry-into-force date and may differ from the date on the document itself.
- Zero results: Getting no results does not show that the Association has no rules on that subject. Documents whose text is not yet available do not appear in full-text search; the counts in the response show this.
A real search: circulars on directives#
On 27 October 2026 we searched with Yargı PRO’s tools for the word “yönerge” (directive) in circulars, with a date range of 1 January 2025 to 27 October 2026. The tool reported 7 results in total. According to the counts in the response, the text of 845 documents was available, the text of 13 documents was partial and the text of 2 documents was pending. Four of the results:
| No. | Date | Subject | durum |
|---|---|---|---|
| 58 | 19.08.2026 | Amendment to the directive on the valuation principles for assets in the portfolios of collective investment undertakings | belirtilmemis |
| 57 | 19.08.2026 | Update of the directive on net asset value and asset value tables of real estate investment trusts | belirtilmemis |
| 56 | 23.01.2026 | Amendment to the directive on the valuation principles for assets in the portfolios of collective investment undertakings | belirtilmemis |
| 53 | 07.07.2025 | Directive on promotional campaigns for investment funds (amended by Circular No. 55) | degistirilmis |
This search shows circulars whose text contains the word “yönerge”. Check in each circular’s text
whether it announces a new directive or amends an existing one. Four of the seven results (Circulars
No. 51, 54, 56 and 58) amend the same valuation directive. The durum field of Circular No. 56 is not
specified, yet the directive was amended again by Circular No. 58 in August 2026. To find the current
form of a directive, read the whole chain of amendments. Also, Circular No. 56 appears in the list with
the date 23.01.2026, while the document itself says 22 January 2026; when citing, use the date and
number on the document.
What to check when reading a rule#
- Legal basis: Circulars state their legal basis in their own text. For example, Circular No. 57 relies on sub-paragraphs (ç) and (g) of the first paragraph of Article 7 of the TSPB Statute. TSPB is a professional body established under Capital Markets Law No. 6362.
- Link to SPK: Some Association rules are linked to decisions of the Capital Markets Board (SPK); Circular No. 53 refers to SPK’s decision dated 21.11.2024 and numbered 60/1696. If you see such a reference, search for the SPK principle decision as well.
- Who it applies to: Circulars are addressed to members of the Association; some of the circulars in this search open with the salutation “Sayın Üyemiz” (Dear Member). In a customer dispute, also look at the arbitral panel directive and the arbitration rules among the Association’s rules.
- Discipline: Disciplinary provisions for members are set out in the Association’s Disciplinary Regulation; for the application procedure and applicable time limits, read the regulation.

Frequently asked questions
Where are TSPB circulars published?
On the Circulars (Genelgeler) page of the Turkish Capital Markets Association’s website, listed by number, subject and date. General letters are on a separate page, and Association rules such as the Statute and the Disciplinary Regulation are on the Legislation (Mevzuat) page. The site offers no search inside the documents.
Can I search TSPB documents by date range in Yargı PRO?
Yes. In the TSPB search you can give a start date and an end date. This is the date the Association’s website gives the document; it is not the entry-into-force date and may differ by one day from the date on the document itself.
If a circular’s status is ‘belirtilmemis’, is the directive it concerns current?
Not necessarily. The status is derived from the amendment note in the circular’s title. For example, the status of Circular No. 56 is not specified, but the directive it amended was amended again by Circular No. 58. Read the whole chain of amendments.
