How to search Turkish telecom regulator (BTK) Board decisions
Last updated
Short answer: Decisions of the Information and Communication Technologies Board, the decision-making body of Turkey’s telecom regulator (Bilgi Teknolojileri ve İletişim Kurumu, BTK), are published on the Kurul Kararları (Board Decisions) page of BTK’s website. You can search them by decision title, decision number, decision date, publication date and responsible department, and the decision text downloads as a PDF. If your AI assistant is connected to Yargı PRO, you can ask it to search Board decisions, fetch the text of the PDF and research related administrative court decisions in the same session.
Searching on BTK’s website#
The Board Decisions page sits under the Mevzuat (Legislation) menu. The search form offers these fields (labels are in Turkish on the site):
| Field | What it does |
|---|---|
| Karar Adı (decision title) | Words in the decision title; in sanction decisions the operator’s name is often here too |
| Karar No (decision number) | Direct search with a number in the form “2026/DK-ETD/217” |
| Karar Tarihi (decision date) | The day the Board took the decision |
| Yayım Tarihi (publication date) | The day the decision was published on the site |
| İlgili Daire (responsible department) | The department that prepared the decision: Consumer Rights, Access and Tariffs, Sectoral Competition, Spectrum Management, Authorisation and other units |
The result list shows each decision’s title, decision date and number, responsible department, publication date and an “İndir” (Download) link. The abbreviation in the middle of the decision number usually identifies the department that prepared it; for example, ETD appears in decisions of the Access and Tariffs Department, THD in those of the Consumer Rights Department and SRD in those of the Sectoral Competition Department.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List BTK’s administrative sanction decisions concerning call centre service quality.”
- “Fetch BTK decision No. 2026/İK-THD/89 and summarise the reasons for the sanction.”
- “Search the Board decisions of the Consumer Rights Department published in 2026.”
A search returns the decision number, date, decision title and responsible department. Results do not include summaries. Judge whether a decision is relevant from its title and department, and ask for the decision text to examine the reasoning. The decision text is in a PDF and is converted to text when you ask for it. You can narrow the search by decision number, decision date, a publication date range and the responsible department. Results and decision texts are in Turkish; your AI assistant can translate and summarise them for you.
A real search: administrative sanction decisions#
On 27 October 2026 we searched with Yargı PRO’s tools for the words “idari yaptırım” (administrative sanction), with no other filter. The tool reported 126 results in total for this search. Three of the first ten results:
| Decision no | Decision date | Department | Subject |
|---|---|---|---|
| 2026/İK-THD/89 | 02.04.2026 | Consumer Rights | Administrative sanction against two operators that did not meet call centre service quality obligations (third reporting period of 2025) |
| 2024/İK-SRD/162 | 28.03.2024 | Sectoral Competition | Administrative sanction for providing false information and documents |
| 2021/İK-SYD/396 | 22.12.2021 | Spectrum Management | Administrative sanction against an internet service provider for a frequency violation |
Seven of the first ten results came from the Consumer Rights Department. No general distribution can be drawn from this small sample. The same decision appeared twice in the list. For decision 2026/İK-THD/89, the tool output carried a time value that pushed the date one day earlier; on BTK’s website the decision date is 02.04.2026. Check the decision date against the decision itself or BTK’s website.
What to check when reading a decision#
- Legal basis: The main legal basis of Board decisions in the electronic communications sector is Law No. 5809 on Electronic Communications (Elektronik Haberleşme Kanunu). Check which article and which secondary regulation the decision’s reasoning relies on.
- Type of decision: Tariff approvals, amendments to procedures and principles, and administrative sanctions are published together in the same list. When applying a regulatory decision, also search for later decisions published under the heading “tadil” (amendment).
- Period covered: Service quality sanctions relate to a specific period (for example, one quarter of a year). When comparing decisions, look at which period each one examined.
- Judicial review: Board decisions are challenged before the administrative courts. For regulatory acts applied nationwide, the court of first instance is the Council of State (Danıştay). Before relying on a decision, search for any annulment or stay of execution decision against it.
