How to search Capital Markets Board of Turkey (SPK) principle decisions and bulletins
Last updated
Short answer: Principle decisions (ilke kararları) and guidelines of the Capital Markets Board of Turkey (Sermaye Piyasası Kurulu, SPK) are searched through the Board’s Sermaye Piyasası Mevzuat Sistemi (Capital Markets Legislation System); each principle decision also appears in the issue of the SPK Bulletin in which it was published. Bulletins are listed on yearly pages with their bulletin number and publication date. If your AI assistant is connected to Yargı PRO, you can ask it to find a principle decision, fetch the related bulletin and show you the paragraph you need inside a bulletin or guideline.
Searching on SPK’s websites#
There are two separate sources:
| Source | What it offers |
|---|---|
| Legislation System | Record types such as laws, regulations, communiqués (tebliğ), principle decisions, guidelines and Board decisions; records show details such as the Board decision date and number |
| SPK Bulletins | Separate pages for 2026, 2025, 2024 and earlier years; each row shows the bulletin number and publication date |
Bulletins are not limited to one issue a week: on the 2026 page, the bulletin dated 27 October 2026 carried the number 2026/76, and two bulletins (2026/74 and 2026/75) had been published on 26 October 2026. The SPK Bulletin menu also has a separate heading for administrative sanctions. Principle decisions, guidelines and bulletins are published in Turkish; your AI assistant can translate and summarise the passages you need.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List SPK’s principle decisions on share buybacks; check which of them were later repealed.”
- “Show the paragraphs mentioning ‘geri alım’ in the bulletin where principle decision i-SPK.22.8 was published.”
- “List the 2026 SPK bulletins and check whether the latest bulletin contains a principle decision.”
A search of principle decisions and guidelines returns the type, title, Board decision date, meeting and decision number, related bulletin number, related topics and linked communiqués where available, and a short excerpt. You can have the search run on the full PDF text of the documents. The bulletin list is retrieved by selecting a year. A search inside a bulletin or a guideline hundreds of pages long shows the matching paragraph and its page number; on the first search you may need to wait while the document is downloaded and converted to text. The SPK search returns all matches in a single list.
A real search: principle decisions on share buybacks#
On 27 October 2026 we searched principle decisions and guidelines with Yargı PRO’s tools for the phrase “pay geri alım” (share buyback). The tool reported 3 results in total; all three were principle decisions:
| Principle decision | Board decision date and number | Bulletin | Subject |
|---|---|---|---|
| i-SPK.22.8 | 01.08.2024, 41/1198 | 2024/37 | Application of the buy-order price restriction in Article 15(1)(b) of the Communiqué on Share Buybacks (Geri Alınan Paylar Tebliği); repeals two earlier principle decisions |
| i-SPK.22.7 | 14.02.2023, 9/177 | 2023/10 | Easing share buyback transactions after the earthquakes |
| i-SPK.22.6 | 23.06.2022, 34/959 | 2022/32 | On the buy-order price restriction in principle decision i-SPK.22.4, because of difficulties in practice |
We then searched inside bulletin 2024/37 for “geri alım”; the tool reported 7 occurrences in the bulletin. The bulletin states that principle decision i-SPK.22.7 was repealed about 18 months after the earthquakes and that principle decision i-SPK.22.4 was also repealed. So one of the three decisions returned by this search is no longer in force.
The same bulletin also refers to principle decisions i-SPK.22.1 and i-SPK.22.2, which were in force at that date; but these two decisions did not come up in the “pay geri alım” search. When looking for principle decisions on a topic, run a second search with different wording (e.g. “geri alınan paylar”, repurchased shares) and read the bulletin in which the latest principle decision was published. These three results do not show all the decisions on share buybacks. When researching current practice, also review i-SPK.22.9 from 2025 and any later decisions; bulletin 2024/37 alone is not enough.
What to check when reading a decision#
- Read the number correctly: In a reference such as “i-SPK.22.8 (01.08.2024 tarih ve 41/1198 s.k.)”, the first part is the number of the principle decision, and the part in brackets is the Board decision date and number. In this example the principle decision numbers (22.x) share the same root as the number of the related Communiqué on Share Buybacks (II-22.1).
- Whether it is in force: A new principle decision can repeal or amend an earlier one. Before relying on a principle decision, check later principle decisions and bulletins.
- Read it together with the communiqué: A principle decision can set how a communiqué provision is applied; in this example, Article 15(1)(b) of the Communiqué on Share Buybacks. Open the current text of the linked communiqué separately through a legislation search.
- Judicial review: Administrative fine decisions under Capital Markets Law No. 6362 (Sermaye Piyasası Kanunu) can be challenged before the administrative courts. Before relying on a Board decision, ask the same AI app to search for administrative court and Council of State (Danıştay) decisions related to that Board decision.

Frequently asked questions
Where do I search SPK principle decisions?
Principle decisions (ilke kararları) and guidelines of the Capital Markets Board of Turkey are searched through the Board’s Capital Markets Legislation System (mevzuat.spk.gov.tr). Each principle decision also appears in the SPK Bulletin issue in which it was published; bulletins are listed on yearly pages on spk.gov.tr with their bulletin number and publication date.
How can I tell whether an SPK principle decision is still in force?
A new principle decision can repeal or amend an earlier one. For example, principle decision i-SPK.22.8, published in bulletin 2024/37, repealed principle decisions i-SPK.22.7 and i-SPK.22.4. So you need to check later principle decisions and the related bulletins.
How do I search inside an SPK bulletin or guideline?
You can ask an AI assistant connected to Yargı PRO to run a keyword search inside a bulletin or a guideline. Results show the matching paragraph and its page number, so you can go straight to the relevant section of a guideline hundreds of pages long. The documents are in Turkish; the assistant can translate the passages for you.
