How to search Borsa Istanbul directives and procedures
Last updated
Short answer: Borsa Istanbul’s (Borsa İstanbul A.Ş.) regulations open as PDFs from the Legislation page (Mevzuat) on the exchange’s website and from the “İlgili Sayfalar” (Related Pages) links on that page: Yönetmelikler (regulations), Tebliğler (communiqués), Yönergeler (directives), Prosedürler (procedures), Uyuşmazlıklar (disputes), Politikalar (policies) and Sertifikalar (certificates). The site does not let you search inside these documents, and the documents are in Turkish. If your AI assistant is connected to Yargı PRO, you can ask it to search the full text of the exchange’s directives, procedures and policies.
Searching on the exchange’s website#
The Legislation page is a flat list of links without tabs. On 27 October 2026 the list held nine documents:
| Type | Examples |
|---|---|
| Law and articles of association | Capital Markets Law No. 6362 (6362 sayılı Sermaye Piyasası Kanunu), Borsa İstanbul A.Ş. Esas Sözleşmesi (articles of association) |
| Regulation | Borsacılık Faaliyetlerine İlişkin Esaslar Yönetmeliği; Borsalar ve Piyasa İşleticilerinin Kuruluş, Faaliyet, Çalışma ve Denetim Esasları Hakkında Yönetmelik; Kıymetli Madenler ve Kıymetli Taşlar ile İlgili Borsacılık Faaliyetlerine İlişkin Esaslar Yönetmeliği (regulations on exchange activities, on exchanges and market operators, and on exchange activities in precious metals and precious stones) |
| Directive | Disiplin Komiteleri Çalışma Usul ve Esasları Yönergesi (disciplinary committees), Etik İlkeleri Yönergesi (ethical principles), Uyuşmazlık Komiteleri Çalışma Usul ve Esasları Yönergesi (dispute committees), Genel Kurul İç Yönergesi (general assembly rules of procedure) |
Market procedures and policies are not in this list; they are on the separate pages under “İlgili Sayfalar”. No publication date, entry-into-force date or “mülga” (repealed) note is shown next to the documents; the page has no filter for the document list, and the “Ara” (search) button in the top menu searches the whole site.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “Find the rules on short selling (açığa satış) in the Borsa Istanbul Equity Market Procedure (Pay Piyasası Prosedürü).”
- “Search Borsa Istanbul’s procedures on position limits (pozisyon limiti).”
- “Fetch the Borsa Istanbul Disiplin Komiteleri Çalışma Usul ve Esasları Yönergesi.”
Each result gives the document type (directive, procedure, policy, revision table and so on), the
title, a durum (status) field, the date in the source list, whether the text is available, an
excerpt from the matching section and the PDF link on the exchange’s site. You can narrow the search
by adding the type to your request. The search runs on the full text of the documents; every word you
type must appear in the document, and differences in Turkish characters do not affect the results.
Because the documents are in Turkish, search with Turkish terms; your AI assistant can translate and
summarise the provisions it finds.
Keep three limits in mind:
- The
durumfield: If the title carries an amendment or repeal note, the field showsmulga(repealed) ordegistirilmis(amended).belirtilmemis(not specified) means the title has no such note; it does not mean that the document is in force or the latest version. - List date: The date is the one the exchange gives the document in its list; it may not reflect the latest update, and it is not the entry-into-force date.
- Zero results: Getting no results does not show that the exchange has no rules on that subject. Documents whose text could not be extracted do not appear in full-text search; regulations and communiqués published in the Official Gazette (Resmî Gazete) are found with a legislation search.
A real search: short selling in the procedures#
On 27 October 2026 we searched with Yargı PRO’s tools for the phrase “açığa satış” (short selling) in Borsa Istanbul procedures. The tool reported 5 results in total. According to the counts in the response, the text of 65 documents was available and 1 document had no text. Four of the results:
| Procedure | List date | Where the match is |
|---|---|---|
| Pay Piyasası Prosedürü (Equity Market Procedure) | 21.09.2026 | The “Kredili menkul kıymet ve açığa satış işlemleri” (margin trading and short selling) section in the table of contents (5.8) |
| Pay Piyasasında Algoritmik İşlemler ve BISTECH PTRM/İşlem Öncesi Risk Yönetimi Prosedürü (algorithmic trading and BISTECH PTRM/pre-trade risk management in the equity market) | 28.03.2025 | The “toplam açığa satış” (total short sales) item in the risk limit calculation |
| Borçlanma Araçları Piyasası Prosedürü (Debt Securities Market Procedure) | 27.07.2026 | The “toplam açığa satış” item in the position risk limit checks |
| Piyasa Öncesi İşlem Platformu İşleyiş Prosedürü (Pre-Market Trading Platform Procedure) | 27.01.2021 | The provision that shares on the platform may not be the subject of short sales or margin trading |
In all five results durum is not specified. The matching excerpt may come from the table of contents,
from a table or from the operative provision itself. Use the excerpts to filter the results; to assess
the relevant rule, read that section of the procedure in full text. If a procedure with a 2021 list
date appears, confirm its current version on the exchange’s website.
What to check when reading a regulation#
- Hierarchy of norms: The regulations on the Legislation page were published in the Official Gazette and are based on Capital Markets Law No. 6362. Directives and procedures set out how the markets work within that framework; if you see a conflict, look to the higher-ranking rule.
- Version tracking: The list dates of the procedures in this search range from 2021 to 2026. If you need the text in force on the date of a dispute, also search the revision tables and research the earlier version separately.
- Discipline and disputes: Disciplinary and dispute processes concerning exchange members are governed by the directives on the Disciplinary Committees and the Dispute Committees. For the application procedure and applicable time limits, read the relevant directive.
- Who it applies to: Procedures are mostly addressed to exchange members and market participants; check the scope and definitions section of the document.

Frequently asked questions
Where are Borsa Istanbul procedures published?
As PDFs on the Legislation (Mevzuat) page of Borsa Istanbul’s website and on the pages linked under its ‘İlgili Sayfalar’ (Related Pages) section, such as Regulations, Communiqués, Directives, Procedures and Policies. The site does not let you search inside the documents, which are in Turkish.
Is the list date in Yargı PRO results the entry-into-force date?
No. The list date is the date the exchange gives the document in its list; it may not reflect the latest update. The value ‘belirtilmemis’ (not specified) in the status field also does not show that the document is in force; confirm the current version on the exchange’s website.
How do I search Borsa Istanbul regulations published in the Official Gazette?
This tool searches the exchange’s own rules, such as directives, procedures and policies. Regulations and communiqués published in the Official Gazette (Resmî Gazete) are found with a legislation search.
