How to search Turkish Court of Accounts (Sayıştay) decisions
Last updated
Short answer: The Turkish Court of Accounts (Sayıştay) audits public spending and also acts as a court for public accounts. Its decisions are published on its website on three separate pages: Genel Kurul Kararları (General Assembly decisions), Temyiz Kurulu Kararları (Board of Appeals decisions) and Daire Kararları (Chamber decisions). Each page has its own search form, and the decisions are published in Turkish. If your AI assistant is connected to Yargı PRO, you can ask it to run a phrase search in these three decision types and fetch the full text of a decision.
Searching on the Court of Accounts website#
The search fields differ across the three pages (labels are in Turkish on the site):
| Page | Search fields |
|---|---|
| General Assembly (Genel Kurul) | Karar No (decision number), decision date range (by year), İçerik (content) |
| Board of Appeals (Temyiz Kurulu) | Daire (chamber), Hesap Yılı (account year), decision date range, Kamu İdaresi Türü (type of public administration), İlam No (judgment number), Dosya No (file number), Tutanak No (minutes number), Konu (subject), İçerik (content) |
| Chambers (Daire) | Chamber, decision date range, judgment number, type of public administration, account year, subject, content |
The “Daire” option lists Chambers 1 to 8. The “Konu” (subject) list groups decisions under seven headings: travel allowances (harcırah), procurement (ihale), labour and personnel legislation, liability and trial procedures, tax, official fees and other revenues, and miscellaneous matters. With “Kamu İdaresi Türü” you can filter separately for general-budget administrations, higher education institutions, regulatory and supervisory authorities, and municipalities and their affiliated administrations.
The detail page of a Board of Appeals decision contains a link to the Chamber decision under appeal. You can follow a file’s chain of proceedings through this link.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “Search Sayıştay Board of Appeals decisions for the word ‘yolluk’ (travel allowance) and list the decisions by date.”
- “Fetch this Board of Appeals decision; summarise on what grounds the Chamber decision was upheld or reversed.”
- “Search Sayıştay General Assembly decisions that contain the phrase ‘kamu zararı’ (public loss).”
A search returns the decision date and a short excerpt where your phrase appears in the text. Board of Appeals results carry no decision number; the citation details are in the decision text. For the Court of Accounts, the tool finds results where the words you type appear next to each other and in the same order in the decision text. So use a single, distinctive term rather than long sentences. Because the decisions are in Turkish, the search term has to be Turkish as well; you can ask in English and let your assistant choose the Turkish term. The tool has no chamber, subject or date filter; you narrow the search by decision type and phrase. Results and decision texts are in Turkish; your AI assistant can translate and summarise them for you.
A real search: “fazla mesai” (overtime) at the Board of Appeals#
On 27 October 2026 we searched with Yargı PRO’s tools for the phrase “fazla mesai” (overtime) in Board of Appeals decisions. The tool reported 641 results. In eight of the ten most recent decisions shown, the phrase appeared inside two boilerplate sentences. The table shows these two patterns and one more example:
| Decision date | Where the phrase appears in the decision | Number of decisions |
|---|---|---|
| 26.11.2025 | “…üçüncü fıkrada fazla mesai ücreti ve performansa dayalı ödüle iliş…” (“…in the third paragraph, on overtime pay and performance-based bonus…”) | 3 |
| 21.05.2025 – 25.06.2025 | “…ücret (fazla mesai ücreti hariç), ek ücret, ek ödeme…” (“…wage (excluding overtime pay), additional wage, additional payment…”) | 5 |
| 14.05.2025 | “…tayın bedeli ve fazla mesai tutarları arasındaki fark kamu zararı…” (“…the difference between ration allowance and overtime amounts … public loss…”) | 1 |
We fetched the text of the first decision. It was given in a file of the 8th Chamber concerning the 2018 account year (minutes no. 58663, minutes dated 26 November 2025). Its subject is not overtime: it concerns cash housing allowance paid, as an element of salary, to the chair and members of the Board of a regulatory authority. The phrase appeared in an earlier Chamber judgment quoted in the request for rectification of the decision (karar düzeltme).
This result shows a feature of phrase search specific to this institution: long quotations from statutes and earlier judgments carry the phrase you are looking for into decisions on other subjects. Choose a term specific to the facts rather than boilerplate wording common in legislation, and screen the results by checking each decision’s “Konu” (subject) line.
What to check when reading a decision#
- Chamber decision: Following proceedings concerning public accounts (hesap yargılaması), the Chambers may order those responsible to compensate for a loss of public funds. The decision we fetched also shows a matter being left “outside the judgment” (hüküm dışı) under Article 50 of Law No. 6085 on the Court of Accounts (Sayıştay Kanunu), because not all of the responsible persons had been asked for their defence.
- Board of Appeals: It can uphold (tasdik) the Chamber decision, or reverse it (bozma) and send the file back to the Chamber; the Chamber can insist (ısrar) on its earlier decision. Under Article 57 of Law No. 6085, rectification of a Board of Appeals decision can be requested once, within fifteen days of written notification. The file we examined went through all of these stages: order to repay, reversal, insistence, upholding and rectification. Before relying on a decision, find the last link in the chain.
- Route to the courts: Under Article 160 of the Constitution, final judgments of the Court of Accounts in account trials cannot be challenged before the administrative courts. For Chamber judgments and Board of Appeals decisions, check the remedies in Law No. 6085.
- Masked information: In published texts, names of administrations and amounts may be masked as “…” or “[İdare]” (administration). The type of public administration, the account year and the chamber appear at the top of the decision.
