How to search Turkish Advertising Board (Reklam Kurulu) decisions
Last updated
Short answer: Decisions of Turkey’s Advertising Board are published on the Reklam Kurulu Kararları (Advertising Board Decisions) page of the Ministry of Trade (Ticaret Bakanlığı) website, as a separate press bulletin for each meeting. The page has no search field; you find the bulletin by meeting date and number and search inside the file. If your AI assistant is connected to Yargı PRO, you can ask it to find the relevant bulletin and to search for decisions inside it by topic or file number.
Bulletins on the Ministry’s website#
The Advertising Board Decisions page is not a search form but a list ordered by year:
| What is there | Detail |
|---|---|
| Year headings | A separate heading for each year from 2026 back to 2012 |
| Rows | Meeting date and number, e.g. “13 Ağustos 2026 tarihli 372 Sayılı Reklam Kurulu Toplantısı” (Advertising Board Meeting No. 372 of 13 August 2026) |
| File format | Mostly PDF in recent years; mostly DOCX in 2022-2023; DOC in 2012-2014 |
| Attached files | Bulletins of meetings 150-198 are listed separately at the bottom of the page |
On 27 October 2026 the newest bulletin on the page was for meeting No. 372 of 13 August 2026; the last five meetings of 2026 were held roughly once a month. Inside a bulletin, each decision record opens with the file number, the party complained about, the advertisement complained about, the date the advertisement was published, the medium where it appeared and the findings. Bulletins name the companies and persons complained about in full.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List the decisions on social media advertising in the bulletin of the Advertising Board’s meeting No. 372.”
- “Find the decision with file number 2026/3122 in bulletin No. 372 and summarise its reasoning.”
- “Search for Council of State (Danıştay) decisions in actions seeking annulment of Advertising Board decisions.”
A topic search returns the bulletin where the topic appears, identified by its meeting (bulletin) number; results come back as a single ranked page. A search inside a bulletin returns, for each matching decision, the file number, the party complained about, the category, a relevance score and a short excerpt. The first search in a bulletin can be slow because the file is downloaded and converted to text; later searches in the same bulletin are faster. Bulletins are in Turkish; your AI assistant can translate and summarise the decisions for you.
Do not put your client’s name in your search request. Once you have found the bulletin number, search by topic, sector or file number, and check the party complained about in the record returned.
A real search: social media in bulletin No. 372#
On 27 October 2026 we used Yargı PRO’s in-bulletin search tool, selected the bulletin of meeting No. 372 of 13 August 2026 and searched for the phrase “sosyal medya” (social media). We asked for at most five results; the tool returned five decisions. Four of them (we have left out the names of the parties complained about):
| File no | Category | Advertisement examined |
|---|---|---|
| 2026/3109 | Health | Promotions published on an Instagram account (published 06.01.2026) |
| 2026/3122 | Other | Founding-date claims such as “Asırlık Marka” (century-old brand) and “1927’den beri” (since 1927) on a website and social media |
| 2026/827 | Other | Advertisements on an Instagram account using the phrase “Çekiliş Var” (giveaway) |
| 2026/2985 | Other | Exam success rankings in promotions; the review found no breach of the legislation |
Two practical points follow. First, the bulletin of the August 2026 meeting also includes a file whose advertisement was published in September 2024: the meeting date does not tell you when the advertisement ran. Second, a bulletin can include files where no breach was found, so read each record to the end. No general trend on social media advertising can be drawn from these five results.
What to check when reading a decision#
- Legal basis: The basic rules on commercial advertising are in Article 61 of Law No. 6502 on Consumer Protection (Tüketicinin Korunması Hakkında Kanun), and the Advertising Board is set up under Article 63. Detailed principles are in the Regulation on Commercial Advertising and Unfair Commercial Practices (Ticari Reklam ve Haksız Ticari Uygulamalar Yönetmeliği). Check in the reasoning which provision the decision relies on.
- Types of sanction: Under the law, the Board can order suspension, correction by the same method, an administrative fine, and where necessary an interim suspension of up to three months, or removal of the content and/or blocking of access. The Ministry enforces Board decisions and announces them to the public.
- Composition of the Board: The Board includes a lawyer member appointed by the Union of Turkish Bar Associations (Türkiye Barolar Birliği).
- Judicial review: Administrative sanction decisions under Law No. 6502 are challenged before the administrative courts. The action is filed with an administrative court within thirty days from the day after the decision is notified, and filing the action does not stop enforcement of the decision. An administrative fine is paid within one month of notification. Before relying on a decision, search for later court decisions on it.
