How to search Central Registry Istanbul (MKK) regulations and in-house directives
Last updated
Short answer: The regulations of Central Registry Istanbul (Merkezi Kayıt İstanbul, MKK), Turkey’s central securities depository, are published as PDFs on the institution’s Legislation page (Mevzuat) and In-house Regulations page (İç Düzenlemeler). These are not board decisions: the Legislation page holds copies of the laws, regulations and communiqués that concern MKK together with MKK’s own rules, and the In-house Regulations page holds directives that set out in detail how MKK’s systems work and what members must do. The site offers no text search for these documents, and they are in Turkish. If your AI assistant is connected to Yargı PRO, you can ask it to search the full text of these documents.
Searching on the institution’s website#
The Legislation page is made up of document links. The In-house Regulations page has two headings, “Kurallar” (Rules) and “Yönergeler” (Directives). This is the layout we saw on 27 October 2026:
| Page | What it contains |
|---|---|
| Legislation (Mevzuat) | 12 documents: Capital Markets Law No. 6362, the MKK Regulation and the regulation governing the Trade Repository (Veri Depolama Kuruluşu), communiqués on registration, crowdfunding and crypto assets, the Kripto Varlık Merkezi Kayıt Sistemi İş ve İşlem Kuralları Yönergesi (directive on the business and transaction rules of the crypto asset central registry system), and the Elektronik Kayıt Kuralları (electronic registration rules) |
| In-house Regulations (İç Düzenlemeler) | The “Kurallar” heading (no documents) and 13 documents under “Yönergeler”, such as the Üyelik Yönergesi (membership directive), KVMKS İş ve İşlem Kuralları Yönergesi, Menkul Kıymet Teslim İmha Yönergesi (directive on the delivery and destruction of securities), HPKS İş ve Bilişim Uygulama İlke Kuralları Yönergesi and Yabancı Merkezi Saklama Kuruluşları Üyelik Yönergesi (membership directive for foreign central securities depositories) |
No publication date, entry-into-force date or amendment note is shown next to the documents. The year-month in a file’s address (e.g. 2025-08) does not by itself show when the document entered into force or was last amended; check the date inside the document. The site’s general search box does not search inside documents.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “Search MKK’s in-house directives for provisions on the custody of crypto assets (kripto varlık).”
- “Find the provisions of the MKK Membership Directive (Üyelik Yönergesi) that mention collateral (teminat).”
- “Fetch the Menkul Kıymet Teslim İmha Yönergesi and explain the destruction process step by step.”
Each result gives the document type (Legislation page or in-house regulation), the title, a durum
(status) field, the year-month from the file path, whether the document’s text is available, an excerpt
from the matching section and the PDF link on MKK’s site. The search runs on the full text of the
documents; every word you type must appear in the document, and differences in Turkish characters do
not affect the results. Because the documents are in Turkish, search with Turkish terms; your AI
assistant can translate and summarise the provisions it finds.
Keep two limits in mind:
- The
durumfield: If the document title carries an amendment or repeal note, the field showsmulga(repealed) ordegistirilmis(amended).belirtilmemis(not specified) means the title has no such note; it does not mean that the document is in force or up to date. - Zero results: Getting no results does not show that MKK has no rules on that subject. Documents whose text has not yet been extracted do not appear in full-text search. The counts in the response show how many documents’ texts were retrieved fully or partly; also check the documents that have not yet been processed and those whose text could not be retrieved.
A real search: crypto assets#
On 27 October 2026 we searched with Yargı PRO’s tools for the phrase “kripto varlık” (crypto asset) in MKK documents, without a type filter. The tool reported 4 results in total. We counted 25 document links in total on the official pages, while the tool reported that the text of 23 documents was available in this example. As these counts may not have the same scope, do not assume that the search covered every document on the two pages.
| Type | Document | durum | Year-month in file path |
|---|---|---|---|
| Legislation page | Kripto Varlık Hizmet Sağlayıcıların Kuruluş ve Faaliyet Esasları Hakkında Tebliğ (III-35/B.1), the communiqué on the establishment and operating principles of crypto asset service providers | belirtilmemis | 2025-11 |
| Legislation page | Kripto Varlık Hizmet Sağlayıcıların Çalışma Usul ve Esasları ile Sermaye Yeterliliği Hakkında Tebliğ (III-35/B.2), the communiqué on the working procedures and capital adequacy of crypto asset service providers | belirtilmemis | 2025-11 |
| Legislation page | 6362 Sayılı Sermaye Piyasası Kanunu (Capital Markets Law No. 6362) | belirtilmemis | 2025-08 |
| In-house regulation | KVMKS İş ve İşlem Kuralları Yönergesi | belirtilmemis | 2025-08 |
The text of both communiqués carries the note “13/3/2025 tarihli ve 32840 sayılı Resmî Gazete’de
yayımlanmıştır” (published in the Official Gazette dated 13/3/2025, issue 32840); these documents are
the copies on MKK’s site. In the Law, the matching excerpt is the definition of “wallet” added by Law
No. 7518. Check the current version of a text published in the Official Gazette with a legislation
search. The KVMKS directive was converted to text from a scanned PDF, and the excerpt shows reading
errors; compare it with the PDF before quoting a provision. In all four results durum is not
specified; this does not show that the documents are up to date.
What to check when reading a regulation#
- Hierarchy of norms: MKK’s activities rest on Capital Markets Law No. 6362 and on the regulations and Capital Markets Board (SPK) communiqués based on that Law. If a directive conflicts with a higher-ranking rule, look to the higher-ranking rule.
- Crypto assets: Provisions on crypto assets were added to Law No. 6362 by Law No. 7518. Read MKK’s directives in this area together with the Law and the SPK communiqués.
- Currency: As the site shows no entry-into-force or amendment information, confirm the latest version of a document with MKK; if you need the text in force on the date of a dispute, research the earlier version separately.
- Who it applies to: Most directives are addressed to MKK members, issuers or a specific system (e.g. KVMKS, HPKS). Read the scope article of the document.
Which plan?#
Decisions and regulations of 18 authorities, including MKK, are in Yargı PRO’s Pro plan; documents of Borsa Istanbul, TSPB and SPK are searched with the same tool. The 14-day trial includes Pro access and requires no payment details. Your AI subscription is billed separately. Frequently asked questions
Where are MKK’s in-house directives published?
On the In-house Regulations (İç Düzenlemeler) page of Central Registry Istanbul’s website, as PDFs under the Directives (Yönergeler) heading. The Legislation (Mevzuat) page holds copies of the laws, regulations and communiqués that concern MKK. The site shows no entry-into-force or amendment information.
Does ‘durum: belirtilmemis’ in the results mean the document is in force?
No. The status field is derived from an amendment or repeal note in the document title. ‘belirtilmemis’ (not specified) means only that the title has no such note; confirm with MKK that the document is current.
If a search returns no results, does MKK have no rules on that subject?
No. Documents whose text has not yet been extracted do not appear in full-text search. The counts in the response show how many documents’ texts were retrieved fully or partly; also check the documents that have not yet been processed and those whose text could not be retrieved. Check regulations published in the Official Gazette separately with a legislation search.
