How to search Turkish Council of Judges and Prosecutors (HSK) disciplinary and principle decisions
Last updated
Short answer: Disciplinary decisions of Turkey’s Council of Judges and Prosecutors (Hâkimler ve Savcılar Kurulu, HSK) are published on the HSK website’s Disciplinary Decisions page (Disiplin Kararları) as PDF files grouped by type of sanction. Principle decisions (ilke kararları, the Council’s general rulings on matters such as promotion and seniority) are on a separate Principle Decisions page, and those no longer in force are on the Repealed Principle Decisions page (Mülga İlke Kararları). These pages have no search box, and the disciplinary decisions are anonymised. If your AI assistant is connected to Yargı PRO, you can ask it to run a keyword search in the full text of the decisions.
Searching on the Council’s website#
The Disciplinary Decisions page has no search, filter or sort option. Decisions are listed under these sanction headings:
| Sanction heading (as shown on the site) | In English | Article |
|---|---|---|
| Uyarma | Warning | 63 |
| Aylıktan Kesme | Salary deduction | 64 |
| Kınama | Reprimand | 65 |
| Kademe İlerlemesini Durdurma | Suspension of step progression | 66 |
| Derece Yükselmesini Durdurma | Suspension of grade promotion | 67 |
| Yer Değiştirme | Transfer to another post | 68 |
| Meslekten Çıkarma | Dismissal from the profession | 69 |
| Ceza Tayinine Yer Olmadığı | No penalty imposed | No article number on the site |
| İşlemden Kaldırma | Matter closed without action | 87 |
Under each heading there are PDF links labelled with letter-number codes such as “A-1”, “B-2” or “F-3”; the page does not explain what these codes mean. No date or decision number is shown on the decisions. The Principle Decisions page is a list of links with titles such as “Hâkim ve Savcıların Derece Yükselmesi Esaslarına İlişkin İlke Kararı” (principle decision on the grade promotion rules for judges and prosecutors) or “Sulh Ceza Hâkimlerinin Kıdem Şartına İlişkin İlke Kararı” (principle decision on the seniority requirement for criminal judges of peace).
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “Search HSK disciplinary decisions concerning posts on a social networking site (sosyal paylaşım sitesi).”
- “List HSK disciplinary decisions imposing a reprimand (kınama) that mention ‘duruşma’ (hearing).”
- “Find repealed HSK principle decisions on the seniority requirement (kıdem şartı).”
Each result gives the type of sanction, the article heading on the site, the letter-number code in the PDF link, a short excerpt from the relevant part of the decision and the PDF link. One PDF can contain more than one decision; the tool also reports the decision’s position within the PDF. You can add the type of sanction (warning, reprimand, dismissal from the profession and so on) or the distinction between principle decisions and repealed principle decisions to your request.
The search runs on the full text of the decisions; every word you type must appear in the decision, but the words need not be next to each other. Differences in Turkish characters do not affect the results. Because the source is anonymised, you cannot search by party name, by docket or decision number, or by date; there is no date filter. The decisions are in Turkish, so search with Turkish terms; your AI assistant can translate and summarise the texts it finds.
A real search: social media posts#
On 27 October 2026 we searched with Yargı PRO’s tools three times. A search for “sosyal medya” (social media) limited to reprimands returned no results. When we searched the same phrase without a sanction type, the tool reported 1 result; with the phrase “sosyal paylaşım” (social sharing), it reported 2:
| Sanction | Code | Subject (from the excerpt) |
|---|---|---|
| Warning (Uyarma, Article 63) | F-1 | A public prosecutor sharing, with a comment, a photo of themselves holding a gun on a social networking site |
| Reprimand (Kınama, Article 65) | A-1 | A public prosecutor’s post about judges and prosecutors on a social media platform used by judges, prosecutors and lawyers |
Although the first search came back empty, there was a relevant reprimand decision: the decisions use the phrase “sosyal paylaşım sitesi” (social networking site) instead of “sosyal medya”. When you get zero results, search again with a synonym and without the sanction filter. The warning decision is the first of two decisions in a single PDF.
What to check when reading a decision#
- Legal basis: The article numbers (63–69) under the headings from warning to dismissal from the profession are the articles of Law No. 2802 on Judges and Prosecutors (Hâkimler ve Savcılar Kanunu) that set out disciplinary penalties. Check in the reasoning which sub-paragraph the conduct falls under.
- No date: Because the decision date is removed at source, it may not be clear which version of the law was in force when the decision was given. Before relying on a decision, compare it with the current text of the relevant article.
- Citation: As the decisions carry no number or date, cite the sanction heading, the code and the PDF link together.
- Judicial review: Under Article 159 of the Turkish Constitution, decisions of the Council other than those on dismissal from the profession are not subject to judicial review. The re-examination and objection routes within the Council against decisions of its chambers are governed by Law No. 6087 on the Council of Judges and Prosecutors.
- Whether a principle decision is still current: Check whether the principle decision appears on the repealed list.
Which plan?#
Decisions of 18 authorities, including HSK, are in Yargı PRO’s Pro plan; decisions of the Disciplinary Board of the Union of Turkish Bar Associations (TBB) are searched with the same tool. The 14-day trial includes Pro access and requires no payment details. Your AI subscription is billed separately. Frequently asked questions
Where are HSK disciplinary decisions published?
On the Disciplinary Decisions (Disiplin Kararları) page of the HSK website, as PDF files grouped by type of sanction, from warning to dismissal from the profession. Principle decisions are on a separate page, and those no longer in force are on the Repealed Principle Decisions (Mülga İlke Kararları) page. These pages have no search box.
Why do HSK disciplinary decisions have no date or decision number?
HSK anonymises the disciplinary decisions it publishes; party names, docket and decision numbers and the decision date are removed from the text. For this reason Yargı PRO has no date filter for them. The search runs on the full text of the decisions, by keyword and by type of sanction.
What should I do if a search returns no results?
Try a synonym and remove the sanction filter. For example, the decisions may use ‘sosyal paylaşım sitesi’ (social networking site) instead of ‘sosyal medya’ (social media). Zero results do not show that there is no decision on that subject.
