How to search Turkish Energy Market Regulatory Authority (EPDK) Board decisions
Last updated
Short answer: Board decisions of Turkey’s Energy Market Regulatory Authority (Enerji Piyasası Düzenleme Kurumu, EPDK) are published on the authority’s website, on the Board Decisions pages (Kurul Kararları), which are split by market. Decisions are listed in a topic tree under electricity, natural gas, petroleum, LPG, inspection and energy transition headings; there is no text search box. The pages and the decisions are in Turkish. If your AI assistant is connected to Yargı PRO, you can ask it to search decisions by market and date range and to fetch the document of a decision it finds.
Searching on the authority’s website#
Instead of a search form, the Board Decisions page offers an expandable category tree. Electricity market decisions are divided into subheadings such as pre-licences and licences, market constraints, transmission, distribution, tariffs, eligible consumers, organised wholesale market, unlicensed generation and YEKDEM (Turkey’s renewable energy support mechanism). When you open a subheading, the decisions appear with these columns:
| Column (Turkish label) | What it is for |
|---|---|
| Tarih (date) | The date the Board adopted the decision |
| Sayı (number) | The decision number; this is the number used in citations |
| RG Tarih / RG Sayı | If the decision was published in the Official Gazette (Resmî Gazete), the publication date and issue number |
| Konu (subject) | The title and a short description of the decision |
| Belge (document) | The downloadable file of the decision (Word format) |
The page has no year filter, and the site’s general “ARA” (search) link is not specific to Board decisions. To find decisions on a topic, you first need to know the right market, then the right subheading.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List the EPDK electricity market Board decisions from 2026 on unlicensed generation (lisanssız üretim).”
- “Fetch EPDK Board decision No. 14671 and summarise which facilities it covers.”
- “Search natural gas market Board decisions on connection fees (bağlantı bedeli).”
Each result gives the decision number, the decision date, the Official Gazette date and issue number, the market, the category path on the site and the title. Other annexes to the same decision, or its files in a different format, are listed separately. You can add the market (electricity, natural gas, petroleum, LPG, inspection, energy transition) and a decision date range to your request.
The search runs on the decision’s title and description, not inside the document. So use a term that is likely to appear in the title (e.g. “mahsuplaşma” for netting, “proje onay” for project approval) and keep the Turkish characters. Because the titles are in Turkish, ask your assistant to search with the Turkish term; it can then translate and summarise the results and the decision texts for you. If you are looking for a provision inside a document, first find the relevant decisions, then ask for their texts. The first search of the day may take a few seconds longer.
A real search: unlicensed generation decisions in the electricity market#
On 27 October 2026 we searched with Yargı PRO’s tools for the word “lisanssız” (unlicensed) in electricity market decisions, without a date limit. The tool reported 52 results in total for this search. Four of the most recent:
| Decision No. | Decision date | Official Gazette date / issue | Subject |
|---|---|---|---|
| 14671 | 18.06.2026 | 20.06.2026 / 33286 | Generation facilities whose ten-year unlicensed generation period has ended and that are at a different metering point from the consumption facility |
| 14613 | 21.05.2026 | 23.05.2026 / 33262 | Applying the Unlicensed Generator-2 (Lisanssız Üretici-2) tariff as the distribution fee for electricity fed into the grid by facilities that have completed their ten-year period, until a Presidential Decision is published |
| 14531 | 30.04.2026 | 05.05.2026 / 33244 | Procedures and principles for netting between unlicensed generation facilities and their associated consumption facilities |
| 14165-12 | 25.12.2025 | 30.12.2025 / 33123 | Project approval and acceptance fees that distribution companies will charge from 1/1/2026 for unlicensed solar power facilities |
The title of decision 14613 refers to the second paragraph of Article 6 of Law No. 5346; decision 14681, adopted on the same day as 14671, concerns facilities within the scope of Presidential Decision No. 11415. If you are researching facilities whose ten-year period has ended, read these decisions together.
Project approval and acceptance fees are set by a separate decision every year: the same list also contains decision 13156-12 for 1/1/2025 and decision 12302-12 for 1/1/2024. For decisions of this kind, choose the decision for the period in dispute and write the hyphenated number in full.
What to check when reading a decision#
- Market law: Check the law the decision relies on, according to the market: the Electricity Market Law No. 6446 for electricity, the Natural Gas Market Law No. 4646 for natural gas, the Petroleum Market Law No. 5015 for petroleum, and Law No. 5307 for LPG. For decisions on renewable sources, Law No. 5346 on the use of renewable energy resources for electricity generation also comes into play.
- Regulatory versus individual decisions: Regulatory decisions apply to the persons and transactions within their scope, while licence actions and sanctions are directed at a specific company. When you assess the nature of a tariff or fee decision, look at its scope and provisions, not only its title. For regulatory decisions, check whether decisions for later years or other subsequent decisions have amended the text.
- Entry into force: The Official Gazette date and the date from which the decision applies may differ; read the entry-into-force provision in the decision itself.
- Judicial review: Actions against Board decisions are brought before the administrative courts. In actions against regulatory Board acts that apply nationwide, the Council of State (Danıştay) acts as the court of first instance under Article 24 of Law No. 2575 on the Council of State. Unless a special period is provided, the time limit for bringing an action is sixty days under Article 7 of the Law on Administrative Judicial Procedure (İdari Yargılama Usulü Kanunu, Law No. 2577); check whether the relevant market law provides a special period or remedy.
Which plan?#
Decisions of 18 authorities, including EPDK, are in Yargı PRO’s Pro plan; decisions of the Competition Board, BDDK, SPK and the Court of Accounts are searched with the same tool. The 14-day trial includes Pro access and requires no payment details. Your AI subscription is billed separately. Frequently asked questions
Where are EPDK Board decisions published?
On the Board Decisions (Kurul Kararları) pages of EPDK’s website. Decisions are listed in a topic tree under electricity, natural gas, petroleum, LPG, inspection and energy transition headings. Each decision shows the date, number, the Official Gazette date and issue if published, the subject and a document in Word format. The pages and decisions are in Turkish.
Can Yargı PRO search inside the text of EPDK decisions?
No. The search runs on the decision title and description, not inside the document. Search with a Turkish term likely to appear in the title, then ask for the texts of the decisions you find. You can also narrow the search by market and decision date range.
Where are actions against EPDK Board decisions brought?
Before the administrative courts. In actions against regulatory Board acts that apply nationwide, the Council of State (Danıştay) acts as the court of first instance under Article 24 of Law No. 2575 on the Council of State.
