How to search Turkish Ombudsman Institution (Kamu Denetçiliği Kurumu, KDK) decisions
Last updated
Short answer: Recommendation and rejection decisions of Turkey’s Ombudsman Institution (Kamu Denetçiliği Kurumu, also called “Ombudsmanlık”) are published in its Kararlar Bilgi Bankası (Decisions Database). You can search them by application number, complaint subject, administration, decision type, date range and keyword. If your AI assistant is connected to Yargı PRO, you can ask it to search KDK decisions by subject and decision type and to fetch the full text of a decision.
Searching on the Institution’s website#
The “Detaylı Arama” (detailed search) filter on the decision search page offers these fields (labels are in Turkish on the site):
| Field | What it does |
|---|---|
| Başvuru Tarih Aralığı (application date range) | The period in which the complaint was filed with the Institution |
| Başvuru No (application number) | The application number as year and number (e.g. 2026/16118) |
| Başvuru Konu (application subject) | Thematic headings: public personnel regime, health, right to property, labour and social security, services provided by local administrations, etc. |
| Başvuru Konu İdare (administration concerned) | The administration complained about |
| Karar Tarihi Aralığı (decision date range) | The period in which the Institution gave its decision |
| Karar Türü (decision type) | Recommendation and rejection decisions, and types such as partial recommendation or partial rejection |
| Karar Konusu, Kelime Ara (decision subject, keyword search) | Search by decision subject and by free keyword |
The result list shows the application number, decision date, decision type, decision subject and the administration complained about. According to a note on the site, decisions are published with the personal information of complainants and respondents removed.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List KDK recommendation decisions on the public personnel regime issued since 2025.”
- “Search KDK decisions on child allowance payments (çocuk yardımı); show recommendation and rejection decisions separately.”
- “Fetch the KDK decision with application number 2026/16118 and summarise the Institution’s reasoning.”
A search returns the decision number, application number, decision date, decision type, the administration complained about, the subject and a one-sentence summary. The keyword search runs on this summary and the subject information, not on the full text of the decision; words separated by commas are read as “or”. Select the subject filter first. Then add a keyword to reduce the results. Results and decision texts are in Turkish; your AI assistant can translate and summarise them for you.
A real search: recommendation decisions on the public personnel regime#
On 27 October 2026 we searched with Yargı PRO’s tools for recommendation decisions on the subject “Kamu personel rejimi” (public personnel regime) issued after 1 January 2025. The tool reported 485 results in total. The ten most recent decisions shown were issued between 30 September and 26 October 2026; five of them concerned child or family allowance. Three examples:
| Decision no | Application no | Decision date | Administration complained about | Subject |
|---|---|---|---|---|
| 2026/22152 | 2026/16118 | 26.10.2026 | Bursa Valiliği (Governorship of Bursa) | Retroactive payment of child allowance |
| 2026/21805 | 2026/11794 | 21.10.2026 | Sağlık Bakanlığı (Ministry of Health) | Transfer to another post on health grounds |
| 2026/21026 | 2026/10983 | 12.10.2026 | Adalet Bakanlığı (Ministry of Justice) | Payment of travel allowance during a temporary assignment |
The decision number and the application number are different numbers. The Institution’s website searches by application number; when you cite a decision, give both.
We fetched the text of the first decision. The Institution accepted that the employee had been delayed in submitting the child-allowance declaration because of an obstacle in the administration’s notification system. It found that applying the three-month limit on retroactive payment in the collective agreement in this situation was not consistent with law and equity, and recommended payment for the remaining period. This single decision does not show that the Institution’s other decisions on the subject reach the same conclusion; for a similar file, search for rejection decisions separately.
What to check when reading a decision#
- The Institution’s mandate: Under Article 74 of the Constitution and Law No. 6328 on the Ombudsman Institution (Kamu Denetçiliği Kurumu Kanunu), the Institution examines acts and actions of the administration for compliance with law and equity and makes recommendations to the administration. Decisions are given by the Chief Ombudsman (Kamu Başdenetçisi); the proposal of the Ombudsman (Kamu Denetçisi) who examined the file appears as a separate section of the decision.
- Effect of a recommendation: A recommendation decision does not compel the administration to act. The decision we examined states that, under Article 20(3) of the Law, the administration must inform the Institution within thirty days of the action it takes in response to the decision.
- Time limit for court action: An application to KDK made within the time limit for filing an action stops that time limit from running. As the decision we examined also states, under Article 21(2) of the Law, if the administration does not act within thirty days of being notified of the recommendation, the remainder of your time limit starts to run again. Check the calculation in the decision’s section headed “hak arama özgürlüğüne ilişkin açıklama” (statement on the right to seek remedies).
- Two separate assessments: Besides compliance with law and equity, decisions may assess under a separate heading whether the administration followed the principles of good administration (for example, whether its reply showed the available remedies).
Which plan?#

Frequently asked questions
Where are KDK (Turkish Ombudsman) decisions published?
Recommendation and rejection decisions of the Ombudsman Institution are published in the Kararlar Bilgi Bankası (Decisions Database) at kararlar.ombudsman.gov.tr. You can search by application number, complaint subject, administration, decision type, date range and keyword.
Does a KDK search with Yargı PRO look for the keyword in the full text?
No. The keyword search runs on the summary and subject information, not on the full text of the decision. Select the subject filter first; then add a keyword to reduce the results.
How does a KDK recommendation affect the time limit for court action?
An application to KDK made within the time limit for filing an action stops that time limit from running. Under Article 21(2) of Law No. 6328, if the administration does not act within thirty days of being notified of the recommendation, the remainder of the time limit starts to run again.
