How to search Union of Turkish Bar Associations (TBB) Disciplinary Board decisions
Last updated
Short answer: Decisions of the Disciplinary Board of the Union of Turkish Bar Associations (Türkiye Barolar Birliği, TBB) are published on the Disiplin Kurulu Kararları (Disciplinary Board Decisions) page of the Union’s website; you can search them from 2005 to the present by selecting a year and entering a subject, decision number or docket number. If your AI assistant is connected to Yargı PRO, you can ask it to search Disciplinary Board decisions, fetch the full text and research administrative court decisions on the same subject.
Searching on the Union’s website#
The form on the Disciplinary Board Decisions page has two fields (labels are in Turkish on the site):
| Field | What it does |
|---|---|
| Yıl (year) | Options “… Yılı Disiplin Kurulu Kararları” (Disciplinary Board decisions of year …) from 2005 to 2026 |
| Search box | Search by “Konu, karar no veya esas no” (subject, decision number or docket number) |
The result list shows each decision’s date (T.), docket number (E., for esas) and decision number (K., for karar), with a subject summary; the full text opens through the “Detayı Görüntüle” (view details) link. The page also states how many decisions were found: with only the year 2025 selected, it reads “105 adet karar bulunmuştur” (105 decisions found). In most decisions, the provisions relied on are shown in brackets at the end of the subject summary. The decision you are looking for may not have been published on the site.
Searching with your AI assistant#
In an AI app connected to Yargı PRO, you can ask in plain language:
- “List the TBB Disciplinary Board’s 2026 decisions on the advertising ban.”
- “Fetch the full text of TBB Disciplinary Board decision No. 2026/241 and summarise its reasoning.”
- “Search for Council of State (Danıştay) decisions on disciplinary penalties imposed on lawyers over social media posts.”
A search returns the date, docket and decision numbers, and the subject summary; you ask for the full text separately. Results come ten decisions per page. If you enter several words, the tool finds results where the words appear next to each other and in the same order in the decision. So use a single strong term such as “reklam yasağı” (advertising ban) or “şubeleşme” (establishing branch offices), and avoid words with an apostrophe. You can also search by docket or decision number and add a year filter. Decisions are in Turkish; your AI assistant can translate and summarise them for you.
A real search: the advertising ban#
On 27 October 2026 we searched with Yargı PRO’s tools for the phrase “reklam yasağı” (advertising ban), with no year filter. The tool reported 107 results in total. All ten decisions on the first page were dated 2026. Four examples:
| Docket / Decision | Date | Subject summary (shortened) |
|---|---|---|
| 2026/406 E., 2026/568 K. | 11.07.2026 | Alleged attempt to obtain work by handing out business cards and offering discounts to foreigners at a removal centre (Attorneyship Law Art. 135/2-c) |
| 2026/118 E., 2026/241 K. | 13.03.2026 | Alleged breach of the advertising ban by pushing a website to the top of search engine results (Attorneyship Law Arts. 55 and 135/2-a) |
| 2025/1100 E., 2026/126 K. | 21.02.2026 | Alleged use of the title “Dr” alongside the professional title ‘lawyer’ in a pleading (Advertising Ban Regulation Arts. 5 and 6) |
| 2025/959 E., 2026/55 K. | 30.01.2026 | Disciplinary prosecution started without a warning from the Bar’s Board of Directors (Advertising Ban Regulation Art. 12) |
The subjects of the ten decisions on the first page range from Instagram posts and calling in to a television programme to running two separate offices under the same logo and the use of titles. The summaries of two decisions stress that, in cases alleging a breach of the advertising ban, the file was sent to the disciplinary board without a warning (ihtar) from the Bar’s Board of Directors. Assess whether a warning was required under the rules in force on the date of the conduct: an amendment to the TBB Advertising Ban Regulation on 9 August 2024 removed the procedure of sending a prior warning letter. A decision dated 2026 may concern older conduct; do not conclude from the decision date that a warning is also required in current investigations.
The decision number of one record appears in the source as “20226/210”. Before citing it, check the number against the full text of the decision.
What to check when reading a decision#
- Provision relied on: Disciplinary penalties are set out in Article 135 of Attorneyship Law No. 1136 (Avukatlık Kanunu), and the ban on advertising to obtain work in Article 55; the details are in the TBB Advertising Ban Regulation and the TBB Professional Rules. In one decision the Board stressed that where the rule in force on the date of the act was later amended to the lawyer’s detriment, the new rule cannot be applied retroactively; look at the text in force on the date of the act.
- Objection: The public prosecutor and interested parties can object to decisions of a bar’s disciplinary board before the TBB Disciplinary Board within thirty days of notification (Attorneyship Law Art. 157).
- Review: The TBB Disciplinary Board reviews the file on the papers. In decisions on temporary suspension from practice (işten çıkarma), disbarment (meslekten çıkarma) or a ban from practice (işten yasaklanma), it can decide to hold a hearing at the lawyer’s request or of its own motion. The Board can uphold the decision, reverse it and send the file back to the bar, set it aside and decide on the merits, or uphold it with corrections.
- Finality: Decisions of the TBB Disciplinary Board given on objection become final if the Ministry of Justice does not decide within two months of receiving them, or if the Ministry approves them. Decisions on warning, reprimand and fines are not subject to the Ministry’s approval; the law calls them “final” (kesin), but this finality does not prevent an action before the administrative courts.
- Later court proceedings: When the decision is notified, check separately the route of challenge against the final decision and its time limit. Ask the same AI app to search for related administrative court decisions too.
