Searching Turkish Competition, KVKK, BDDK, SPK and Court of Accounts decisions in one place: 18 authorities
Last updated
Short answer: Turkish regulators publish their decisions on their own websites, each with a different search. Once your AI is connected to Yargı PRO, you can search the decisions of the Competition Board, the Personal Data Protection Board (KVKK), the Banking Regulation and Supervision Agency (BDDK), the Capital Markets Board (SPK), the Turkish Court of Accounts (Sayıştay) and 13 more bodies in one place. You write one request; your AI picks the relevant authorities, searches each one separately and lists the results with their title, number and date where available, and source link. Decisions of the 18 authorities are in the Pro plan.
The decisions and regulations are in Turkish. Your AI can search with Turkish terms and translate and summarise the decisions for you; check any translation against the original before you rely on it.

Why is searching the authorities’ websites hard?#
Each authority’s search page works differently. Some search the full text of a decision, while some search only the title or a summary. On some, decisions sit in PDF files and the site has no text search. When an issue concerns several authorities (for example a payment company dealing with BDDK, KVKK and the Competition Board), you have to visit each site and search the same topic in different ways.
Yargı PRO brings these sources together in one tool. The tool tells your AI which fields can be searched for each authority; depending on the authority, the AI searches by keyword in the full text, the summary or the title, and narrows by decision type, subject, number or date. It also retrieves the published text of a decision in the same conversation.
A worked example: counsel to a payment institution#
On 3 November 2026 we used Yargı PRO’s tools for the kind of research counsel to a payments and fintech company would do. You write one request: “Search BDDK and KVKK decisions on payment institutions and SPK decisions on crowdfunding; list each one’s number, date and subject.” The AI runs a separate search in each of the three authorities:
| Authority | Search | One of the first results |
|---|---|---|
| BDDK | “ödeme kuruluşu” (payment institution) | 5 results; for example Board decision No. 8751 of 26.12.2019 on payment institution activity (Official Gazette of 31.12.2019, No. 30995) |
| KVKK | “ödeme kuruluşu” | 5 results; for example decision summary No. 2023/567 of 11.04.2023: an e-commerce site requiring customers to save their card details in order to shop |
| SPK | “kitle fonlaması” (crowdfunding) | 4 principle decisions; for example principle decision i-SPK.35/A.2.2 of 12.01.2023, No. 2/47 (minimum capital and equity requirements for crowdfunding platforms) |
Be careful when reading result counts: for some authorities, such as BDDK and KVKK, the tool returns a single ranked page of results, so the number in the list is not the total number of decisions at that authority. Read any important decision in full and compare it with the source on the authority’s website.
Read regulator decisions together with court decisions#
Most regulators’ board decisions are challenged in the administrative courts. The route differs by authority: for example, Insurance Arbitration Commission awards go to an objection panel and the civil courts, and HSK disciplinary decisions to an internal objection; the guide for each authority explains the details. To see whether a decision was annulled, or how the courts approach the issue, also search Council of State (Danıştay) and administrative court decisions in the same conversation: “Search court decisions in actions against administrative fines similar to this KVKK decision.” Yargı PRO also searches court decisions and legislation over the same connection; see How to connect Claude, ChatGPT and Gemini to Turkish law sources.
Points to watch#
- No results does not mean no decision. The authority’s website or its search method may limit coverage. Search with different words, and on the authority’s own website too.
- Do not put client or personal names in your search. Search by legal concept and subject rather than party or company names.
- Publication policies differ. Some authorities publish only a summary rather than the full decision; in some, party names and dates are removed. The guide for each authority explains the details.
- Verify the citation. Check the number and date of every decision you will cite in a pleading against its source: AI hallucinations and fake citations.
